The City of Green Bay Personnel Committee on Nov. 4 voted unanimously to reclassify the vacant Public Works utility manager position to Assistant Public Works Director (Utilities) and to increase the classification by one grade.
Staff told the committee the position has evolved to include broader leadership, multiple operating and capital budgets, oversight of infiltration and inflow programs, coordination with Green Bay Water Utility for billing, rate‑setting responsibilities and grant‑funded sustainability work. A consultant evaluation recommended the title and grade change to reflect the complexity and to improve recruitment.
Staff reported the city posted the vacancy for almost five months and received about 20 applicants; two advanced to onsite interviews and an offer to one candidate was declined over salary. Committee members discussed whether the proposed grade and title would be sufficient to attract qualified candidates and noted the title change could broaden the applicant pool; staff said they could work within the range and hoped the change would help fill the role sooner.
A motion to approve the reclassification was moved, seconded and passed unanimously. Staff described the item as informational and noted personnel actions will continue to be reported; the committee set its next meeting for Dec. 9, 2025.
