Master planners and the developer said the project emphasizes smaller apartments (roughly 800 square feet on average), a mix of one‑ and two‑bedroom units and pedestrian connections to adjacent retail and a lake, which they said would support local restaurants and shops.
Jeff Lindsay of Westwood Residential described the site constraints and explained the proposed product mix; he said the developer aims to serve single professionals, teachers and public‑safety employees and that unit pricing should put average rents near $1,100 per month.
During the discussion, some council members said they were reluctant to approve higher‑density projects without clearer evidence that the units would serve lower‑income or workforce housing needs. One councilmember said they would not support denser developments that do not meet local attainable‑housing goals. The motion to approve passed 3–1.
