Commission moves planning commission ordinance to second reading after edits

County staff and legal counsel presented a revised draft ordinance intended to formalize the Clay County Planning Commission’s organization, terms, officers and authorities. The ordinance clarifies that the body will have four appointed seats plus a fifth seat filled annually by a county commissioner; it also standardizes terminology ("board of commissioners", "planning commission") and removes ambiguous phrasing.

During the discussion commissioners and counsel identified specific edits to be made before second reading: clarify that seat 5 is an annually‑appointed county commissioner seat, move detailed procedural items (officer selection, meeting rules, records) into a bylaw or resolution adopted under the ordinance, remove the requirement that members be "registered voters" and instead require residency in Clay County (the voter requirement will be considered in the bylaws if necessary), and correct section numbering and grammar. Staff said the proposed bylaw or rules document will define officers (chair, vice chair) and meeting procedures; the ordinance will remain a guiding document that the bylaws implement.

A motion to move the ordinance to a second reading with the discussed modifications passed unanimously. The second reading is scheduled for the commission’s next meeting with a planned publication and posting interval consistent with state notice requirements.
