Collins appeared with counsel, who told the board that the underlying criminal charges were reduced to misdemeanors shortly before the hearing and provided a letter from defense counsel documenting the changes. Collins told the panel he has mental-health and substance-use history, that his father is assisting him, and that he lost work and school time before incarceration.
Board members reviewed the supervision-fee arrears and the two arrest reports. Despite counsel’s request for leniency and an administrative resolution, the panel found Collins in violation of parole conditions and voted to revoke parole. The board recorded that Collins will return to custody; commissioners said the revocation decision reflected evidence in the record and the need to enforce payment obligations and compliance.
