Council voted to appoint five members to a Capital Improvements Advisory Committee (CEAC) after staff said a recent state legislative change (effective Sept. 1) prevents the city from using its Planning & Zoning Commission for the CEAC function.
City staff explained the CEAC reviews and advises on land-use assumptions and growth projections that drive infrastructure capacity needs, reviews the capital improvement plan and related impact-fee studies, and recommends appropriate impact-fee rates and updates to ensure compliance with state law. The committee is required at minimum to have members with backgrounds in real estate, land development or building; the city sought candidates who met those requirements and where possible reside inside the municipality or its extraterritorial jurisdiction.
Council appointed Kirk Mikulek, Cesar Molina, Brenda Patton, Miller Sylvan and Doug Mims. Staff said the committee typically must review items at least every five years but may meet more often as needed; the last CEAC action recorded for the city had been in 2020. Council moved approval as amended to name the appointments and change the body name from a 'board' to a 'committee' where applicable.
Staff said the newly appointed CEAC will meet soon to address timing requirements created by the statutory change.
