Summary
The Board of Commissioners discussed a $100,000 request from the Medina Metropolitan Housing Authority to support emergency shelter operations and expressed concern that a pending amendment to House Bill 335 could limit local ability to roll back inside millage.
Commissioners discussed a request from the Medina Metropolitan Housing Authority for a $100,000 contribution to support operations at an emergency housing shelter next year. The board noted that the authority previously received ARPA funds toward construction but not for ongoing operations, and that the authority is seeking operational funding as the state reportedly will not fund new shelters.
A commissioner said the housing authority and the incoming executive director, Tom O'Connell, are engaging municipalities and other partners to secure commitments. Commissioners discussed the county budget process and the need to consider such requests alongside inside millage rollback discussions and other budget pressures such as increases at Job and Family Services.
The board also discussed pending state legislation, referenced as House Bill 335, and an amendment that would require counties to obtain permission from the budget commission to roll back inside millage beyond an inflation index. A county association (CCAO) that had been a proponent of the original bill moved to oppose the amendment, and commissioners said the change creates a chilling effect for local decisions about rollback. County leaders said they will provide testimony to the senate and watch committee action closely; timing for legislative action was described as possibly occurring before Thanksgiving.
No vote or commitment to fund the shelter was made at the meeting. Commissioners said the request needs to be considered in the context of the county's budget cycle and reserve priorities; they also suggested scheduling a budget hearing that would let housing/shelter leaders present operational budget requests.
