Commissioners approve routine resolutions, personnel actions and table-of-organization change

The Medina County Board of Commissioners unanimously approved a set of routine resolutions and personnel actions during their meeting. Commissioners voted to approve the October 27 special meeting minutes and the October 28 commissioners meeting minutes, adopted Resolution No. 250845 recognizing Operation Green Light for Veterans (to be observed Nov. 1–11, including lighting the courthouse green), and approved grouped highway, human resources and finance resolutions.

Dan Becker, representing the Highway Engineer’s Office, presented five highway resolutions including approving plans, specifications and estimates for resurfacing Lake Road and Columbia Road in Lafayette Township and Westville/York Townships, a change order for the 2025 thin overlay resurfacing project, and acceptance and awarding of the county’s plant-mix and aggregate bids. The five highway items were approved by motion and unanimous roll call vote.

Nicole Lee of human resources presented four personnel items: a sanitary rate increase, a leave of absence in planning, a resignation in Job and Family Services, and a canceled appointment at the county home. Commissioners approved the personnel resolutions by unanimous roll call.

Brett Thomas of the finance department presented seven finance- and IT-related resolutions: expenditure adjustments and grant transfers (including drug task force items), cash transfers for reimbursement for the second quarter, a minor FY25 victim assistance appropriations amendment (a $134 internal line-item transfer), an interoffice inventory transfer, a declaration of excess property for disposal and auction, weekly bills totaling $1,469,394.84, and an amendment to the county’s network infrastructure‑as‑a‑service agreement to reflect router changes. Commissioners approved all seven items by unanimous roll call.

County Administrator Matt Spriggs presented and the board approved an amendment to the county’s table of organization that transfers IT functions under the maintenance department. Spriggs said the reorganization is expected to create efficiencies and reduce costs by reassigning existing personnel; commissioners who spoke praised the change as a cost-saving measure.

The board also approved an appointment to the Medina County Advisory Council on Aging and Disability, appointing Michelle Banks. Following the business portion of the meeting, commissioners voted to go into executive session to discuss imminent court action and employment/compensation of a public employee.
