Councilwoman Anna Vargas provided a personal account of her family's experience with Habitat for Humanity, saying she and relatives volunteered and later became homeowners through the program.
The motion to waive the reading and refer or adopt the resolution passed by voice vote; the clerk recorded the motion as passed. The resolution calls on residents to follow Carter's example of service, and the council extended condolences to Carter's family as part of the adopted language.
