Commission removes parking-management advisory board from certain review steps, approves two ordinances

The Delray Beach City Commission on Nov. 4 adopted two ordinances eliminating the Parking Management Advisory Board (PMAB) from specified review steps in the municipal code and the land-development regulations.
Anthea Giannotis, presenting for staff, said the PMAB had been created in 1997 but in recent years frequently failed to gather quorums, creating delays in projects that require parking determinations. The ordinances remove PMAB review for two specific processes: limits on parking time and parking-meter-zone installation (Code amendments) and in-lieu parking requests under the Land Development Regulations (LDR amendments).
The Planning & Zoning Board reviewed the LDR change and voted 4—to—1 to recommend approval. Laura Simon, executive director of the Downtown Development Authority, asked the commission to ensure the DDA receives project notices and an opportunity to provide recommendations because downtown stakeholders are most affected. "Our board would recommend that these items still come before the DDA to provide you all with recommendations," Simon said.
The commission discussed the tradeoff between streamlining review timelines and preserving stakeholder input. Commissioners and staff said the DDA will continue to receive memos on pending applications and may appear at commission meetings to offer comments.
Both ordinances passed unanimously. The City Commission also noted additional parking analysis and future adjustments will continue as the city evaluates parking technology and policy.
