Grand Rapids board adopts revised Title IX policy on second reading

The Grand Rapids Public School District board accepted the second reading and adopted Policy 5.22 (Title IX) at its Jan. 6 meeting after staff explained the policy's alignment with federal guidance and state law.

Superintendent Gross reviewed the revisions and told the board the policy and accompanying procedures reflect Office for Civil Rights guidance and Minnesota's anti-discrimination law (Minnesota Human Rights Act). She said recent federal guidance allows the same investigator to conduct an investigation and make findings in some circumstances, a change that can help smaller districts with limited investigative capacity. The district's procedures are maintained as a separate document so they can be revised to reflect future federal changes without amending the board policy itself.

Board members discussed the policy committee's effort to separate policy from procedure to keep the policy text focused and make procedural updates administratively tractable. One board member noted some school districts are subject to court injunctions regarding Title IX guidance; staff clarified the district is not part of those injunctions and that state law (Minnesota Human Rights Act) remains a controlling consideration locally.

The motion to adopt the policy on second reading was moved by Ashley and seconded by Melissa; the motion passed by voice vote.

Why it matters

Policy 5.22 governs how the district receives and investigates complaints alleging violations of Title IX or other civil-rights protections and establishes grievance and appeal procedures. Adopting a policy and keeping procedures separate makes it easier for staff to update investigatory steps in response to regulatory or legal changes without reissuing board policy.
