Resident seeks provisional conditional-use permit to site trailer for family member with traumatic brain injury; council asks for health-department review

A Sigurd resident, Amber, asked the council on Feb. 19 for a provisional conditional-use permit to allow a trailer to remain in her backyard for a household member who sustained a traumatic brain injury (TBI). Amber said the household member27s condition is long-term and can cause intermittent inability to manage executive functions and short-term memory; having the trailer near the main house allows family members to support him when needed while giving him space on better days.

Amber told the council the trailer is currently emptied once a week into the household septic; she acknowledged the town27s conditional-use rules that typically restrict long-term RV living and said the family wished for an 18-month provisional permit so they could establish a more permanent solution. Council members focused on sanitation and code compliance: they asked for a health-department inspection, discussed options including installing a proper RV-dump station or a permanent septic hookup, and said any provisional approval would require specific stipulations (for example, a time limit and conditions to prevent permanent dwelling creation). Council agreed to draft a permit with conditions and requested the health department review and a site visit before final council action.
