Public works outlines multi-part plan to stop chlorinated and stagnant water by reconfiguring landfill tank and spring connections

Public works staff presented a technical, staged plan to address recurring problems with chlorinated or stagnant water reaching the town distribution system. Staff said contractor drawings call for: installing a "Y" and dedicated valving to route spring water into a new tank so the spring can be isolated for cleaning; using both a 6-inch and 8-inch transmission line with valving so the chlorinator receives sufficient flow; capping the connection that previously allowed chlorinated water to backflow into spring-fed lines; and installing a blow-off and a valve assembly to permit routine flushing.
The plan also calls for an altitude valve in a vault on the south tanks to automatically control tank fill so spring water does not overflow and waste chlorinated water into the gorge. If the altitude valve and valve calibration do not restore reliable flow, staff described a Plan B that adds a booster pump at the chlorinator to ensure adequate chlorinator flow. Public works said Rocky Mountain Valve (and other vendors) will be consulted to calibrate existing control valves; contractor Barton (name cited in meeting) will provide a bid and expects a short on-site work period once procurement is complete.
Staff emphasized the objective: keep spring water unchlorinated until the tanks require chlorination, avoid wasting chlorinated water downriver, and eliminate the previously identified cross-connection that created stagnant conditions. Staff said the contractor will present a formal bid and a project schedule to the council before implementation.
