Developers seek early building permits while infrastructure is finished at Black Mills/Donovan subdivision

Town planning staff reported that Donovan has requested building permits for two Phase 1 lots in the Black Mills (Donovan) subdivision while remaining infrastructure work continues. Staff said they27d be willing to accept building-permit applications for lots that do not depend on unbuilt roads, provided a set of conditions are met before permits are issued: the new water line must be looped, pressure-tested and officially approved by the town27s maintenance inspector; storm-retention measures must be in place; and the developer must address private-service laterals and hydrant elevations where necessary.

Council and staff discussed whether the developer could trench across Flaten Road as shown on the approved plans or should bore beneath the road. Staff said the signed plans appear to authorize a road crossing in this case, but the town will confirm whether the council needs to approve a road cut. The town also flagged two laterals and an 8-inch main that Donovan planned to install and asked him to clarify the plan in writing and present the drawings to council for a decision.

Public works staff raised concerns about hydrant elevation and lot grading near the highway and recommended an on-site review of final plans before issuing building permits. Staff suggested an on-site meeting with council members and the developer before permits are issued to confirm the storm, water and road details. If the town grants permits prior to full infrastructure completion, staff said it will document stipulations and require the infrastructure steps be completed before further building occurs.
