Near‑term items include the Natalie Coffin Green Park pedestrian bridge, Allen Avenue pathway, Laurel Grove Phase 3, Balena (drainage) Phase 2 and repaving of Sir Francis Drake Boulevard between Bolinas and El Camino Bueno. Major multi‑year projects include the Winship bridge replacement and the Civic Center site design and redevelopment.
Siminich described funding sources (road-impact and drainage‑impact fees, RMRA/state gas tax, Measure AA/TAM grants, Federal bridge grants) and said some revenues such as impact fees can fluctuate substantially year to year. He also warned that undergrounding utilities requires close coordination with PG&E, Comcast and AT&T and that staff capacity is limited; the town’s public‑works program is largely driven by a small engineering staff and many projects will require consultant support.
Council members asked about timing and safe‑routes grant cycles for Sir Francis Drake improvements, how Winship bridge construction would affect school and pedestrian access, and whether a drainage repair could address Ross Common flooding. Staff said many projects are on predictable funding cycles but cautioned that schedule shifts are common because of utility timing, nesting seasons for birds and procurement lead times.
What’s next: Staff will incorporate council feedback in the annual budget and present a revised CIP in the spring budget process; council discussed placing Ross Common drainage/field improvements and an undergrounding‑policy review on future agendas.
