Customer urges KTA to scrutinize CAT Lift operations; staff and counsel explain limits of board authority

Tiara Lady Wilson, who identified herself as a CAT customer of more than 20 years, used the public comment period to urge the Knoxville Transportation Authority to give more attention to CAT Lift, the agency’s paratransit service.
"I am tired of the excuses," Wilson said, and described what she called a hostile environment for drivers and riders that has led to unprofessional behavior and retaliatory actions. She told the board that "one staff member was written up for HIPAA violations" related to an issue she raised about her rider profile and said she had photographic evidence she presented to staff.
Counsel John Lawhorn responded that KTA’s jurisdiction "is largely dealing with fixed routes and fare prices" but noted that the ordinance establishing KTA discusses a consolidated and integrated plan for transportation and transit. Lawhorn said the board can undertake discussion of how Lift serves the consolidated system, but the direct management of staff is a CAT function and not within the board’s role.
Wilson asked how riders who cannot attend meetings could have their concerns addressed; board members and staff offered to speak with her after the meeting. The transcript records no formal action on paratransit operations at the meeting.
