KTA approves slate of officers proposed by nominating committee

The Knoxville Transportation Authority approved the nominating committee's proposed slate of officers for the coming year: Debbie Helsley as chair, Dustin Durham as vice chair and Bethany Starrett as recording secretary.
John Lawhorn, the authority’s attorney, told commissioners the nominating committee met pursuant to public notice and that the city ordinance and the KTA bylaws require annual officer elections and limit consecutive terms for chair and vice chair to two years. Lawhorn said the recording secretary position has historically been a Knoxville Area Transit (CAT) employee; Bethany Starrett was offered that role this year.
Because the committee put forward the slate, Lawhorn said the names were properly in nomination without a motion or second and asked whether anyone wished to offer other nominations; none were offered and the board approved the slate. The transcript does not record a roll-call tally. The chair announced the slate was approved and set the next meeting date for Feb. 20, 2025.
