Joseph Bridal, representing owner Marianne Pasquerella, told the commission the property had two parcels: one with a single‑story house and one vacant lot. The applicant said an original intent to create a fenced yard for a recent tenant changed after the tenant was evicted in December and the owner now seeks to combine the two parcels into a single address.
Marty Navin, First District councilor for the City of Syracuse, spoke in favor of the application and said the Pasquerella family has longstanding local ties. Commissioners questioned staff about consistency of conditions and whether the county resubdivision filing should be stated as a condition. Staff agreed and the motion to approve included a condition that the final resubdivision be filed with the Onondaga County Clerk's office within 63 days.
The commission also voted a negative SEQRA declaration (short EAF) before acting on the application. The approval included staff's general site plan conditions and the explicit county‑filing condition. Staff advised the applicant to consult planning staff about next steps and filing requirements.
