Finney County commissioners order RFPs for organizational scan and administrator search after Raftelis presentation

Michelle Ferguson, executive vice president at Raftelis, described the firm's approach to organizational assessments and said the firm conducts assessments that include employee interviews, elected-official interviews and community engagement, analysis of operations and an implementation plan. Ferguson told commissioners Raftelis does not conduct salary-survey work as part of a standard organizational assessment but will review recruitment and retention practices.
Commissioners discussed whether the county should waive competitive procurement to hire Raftelis directly or instead post an RFP. Several commissioners said the work is needed but that the county should "lead by example" and follow its procurement policy for services above a specified dollar threshold. After discussion about timelines and the possibility of a quick RFP turnaround, the commission voted to direct the administrator to issue RFPs for both (1) the organizational scan and (2) assistance with an executive/administrator search.
Commissioner Vicki German noted Raftelis could later be asked to provide executive-search services under a separate contract, but commissioners asked that both procurements be advertised so the county can compare proposals. The motion to send RFPs passed; staff said responses would be returned in time for the commission to evaluate proposals at its March 3 meeting.
