Deputy City Administrator Carlson told the Dickinson City Commission on Dec. 17 that the city's 2025 one‑year funding agreement with Stark Development will run Jan. 1 through Dec. 30, 2025 and provide $750,000 in annual funding drawn from 20% of the city's 1% sales tax. Carlson said the payments will be made in 12 equal monthly installments.
Carlson said the city will also provide a grant match of up to $150,000 annually. Staff told the commission the subsidy is intended to support workforce recruitment and may be used as competitive grants for building rehabilitation under Dickinson Municipal Code 35.09(a).
Commissioner Oderman moved to approve the agreement; Commissioner Frederick seconded. The motion carried by unanimous voice vote.
The agreement was described as a single‑year contract; staff said the funding source was approved in the city budget and that administration of payments and reporting will follow the terms of the executed contract.
