Summit County Council interviews applicants for fire, recreation and cemetery boards

The Summit County Council on Feb. 25 interviewed candidates to fill multiple board vacancies, including an applicant for the North Summit Fire District and several applicants for Snyderville Basin Recreation and Snyderville Basin Cemetery boards.

The interview that began for the North Summit Fire District focused on the candidate’s construction and management background. The applicant, identified in the agenda as Mr. Zink and addressed in the meeting as “Sean,” said he has owned three companies since his early 20s and has experience managing large budgets and construction projects. “I’ve owned my own company since I was 23, so I manage three companies right now,” the applicant said. He said he was “not happy” about recent property‑tax increases but supported using taxes for public safety: “as long as it’s for public safety, I’m fine.”

Applicants for Snyderville Basin Recreation emphasized user perspective, stewardship and funding trade‑offs. Glenn Cutler, joining by video from Salt Lake City, described long in‑house legal experience and participation in corporate and nonprofit boards and said his priorities would include stewardship, outreach and looking for revenue‑generating opportunities to complement public funding. “I think there needs to be a balance,” Cutler told council members, adding that bond measures can be “very controversial” and underscoring the need to show taxpayers “we’re good stewards.”

Alisa Scofield, a 22‑year Summit County resident and Park City High School teacher, said she uses Basin Rec programs and facilities and could commit the time the board requires. She asked about meeting frequency and was told board members should expect roughly monthly meetings, two retreats per year and service on additional committees, with an estimated monthly time commitment of about eight hours across assignments.

Andrew (last name on the record as an applicant for Basin Recreation) emphasized leadership experience and day‑to‑day familiarity with Basin Rec programming, including youth sports and winter facility demand. He told the council the district must balance growth, maintenance and expansion while exploring funding options that have worked in similar communities.

On the Snyderville Basin Cemetery District, incumbent and reapplying members described progress identifying a preferred site and developing budgets and operations plans now that the district has taxing authority. William, a retired attorney and CPA on the cemetery board, said the district is working through stakeholder concerns about trails and site layout on a large parcel owned by UOP and has identified 10–12 acres for cemetery use within a larger property. “We’re trying to listen to the community,” he said. Max Greenhall, also reapplying, said the board is seeking a conditional‑use permit and developing a business and operations plan; he said the board hopes to begin sales of plots late this year if approvals proceed.

Council members repeatedly asked applicants about public outreach and how they would handle disagreements within boards and among constituents; applicants generally described collaborative approaches and emphasized public education, especially on land‑use impacts and public‑safety topics.

Council staff said there are multiple applicants for each vacancy and that the council would make appointments soon. At the end of the public portion of interviews, Council members moved to go into closed session for personnel matters. Roger moved to recess to closed session; Megan seconded, and the council approved the motion by voice vote.

The council will notify applicants after it finalizes appointments.
