COG recommends county reallocate TST funds to Old Ranch Road so contract can be awarded

Summit County public works staff requested that the COG recommend to the county council a reallocation of Transportation Sales Tax (TST) funds so contracts for the Old Ranch Road project can be awarded.
According to staff, the engineer's estimate for Old Ranch Road was roughly $3,500,000; the low construction bid came in at about $3,100,000. Multiple funding sources previously committed to the project total approximately $2,600,000 (including $1,200,000 in TST funds), leaving a deficit of about $532,000. Public Works identified additional state and private reimbursements and proposed transferring about $1,500,000 of TST allocations from two other projects (Old Highway 40 and the Silver Summit roundabout) to cover the shortfall and undergrounding of power lines.
County staff advised the COG that the transfer would be net‑zero to the TST program because the other two projects have since received additional outside funding. The public‑works representative said awarded grants and reimbursements are already in hand for those projects.
A motion to recommend that county council reallocate the identified TST funds to Old Ranch Road was made, seconded and approved on a voice vote. The motion directs staff to forward the reallocation recommendation to the county council for formal approval and contract award.
