County staff outline draft Transportation Sales Tax policy; call for projects planned for April

Eva DeLaurentis, representing Summit County public‑works and program staff, briefed the COG on a drafted Transportation Sales Tax (TST) policy and program procedures. Staff said the county convened a transportation planning committee with municipal and county representation and hopes to finalize a draft policy for the next COG meeting and issue a call for projects in April.
Key policy proposals include introducing multiyear programming so projects can be programmed a year or more in advance; moving toward panel scoring that involves municipal staff and MAG (regional) participation; improving annual reporting and budgeting for better cash‑flow management; and considering a hybrid funding allocation that would provide formula funding for larger partners (Park City, High Valley Transit, Summit County) while retaining a competitive pool for other projects.
DeLaurentis said the process is intended to be equitable and to provide predictable funding for projects that vary in pace. "We're moving toward building a more dynamic program so that we can better manage those changes and make sure that we can deliver on all the projects that have been programmed," she said.
Committee members generally supported the hybrid approach but said some details remain to be resolved, particularly the allocation formula and equity across jurisdictions. Staff asked the COG to provide feedback so the committee can finalize the policy ahead of the April call for projects.
