Fence variance at 306 S. General McMullen referred for re‑advertisement after location discrepancy

Staff recommended denial of a request to allow corrugated‑metal fencing at 306 South General McMullen, saying the industrial fence material would adversely affect the neighborhood character where the lot abuts single‑family homes. The fence had been installed without a permit and code enforcement issued a citation in December 2024.
Owner's representatives told the board the property had been the site of repeated arson and ongoing trespass by people living in nearby vacant lots; they said the fence was installed to prevent dangerous access and ongoing graffiti and to protect neighbors and a planned business conversion. Applicant representative Valerie Yanes said staff instructed the owner to submit permit paperwork immediately and that they attempted to pay the citation but encountered processing delays.
During the hearing staff and the panel identified inconsistencies between the advertised parcel/fence location and the fence as constructed; commissioners and staff agreed the inconsistency requires the item to be re‑advertised and re‑noticed before the board can take a final vote. The item will return after re‑notice to properties within the required radius.
