Kingsburg authorizes up to $60,000 for city hall space-needs conceptual design

On Feb. 19, 2025, the Kingsburg City Council authorized staff to contract Integrated Designs (Soman Inc.) for a phase-1 conceptual space-needs assessment for an amount not to exceed $60,000.

Assistant City Manager Christina Windover presented two procurement options: a previously discussed Griffin Structures proposal that, after scope reductions, totaled about $109,500, and a proposal from Integrated Designs that phases work and offers two phase-1 pricing options: $45,000 to adapt an existing design or $60,000 for a new, custom conceptual design. Windover said staff narrowed scope and that the Integrated Designs phase-1 proposal better fit the city's current budgeted allocation of $75,000.

Windover explained the Integrated Designs phase-1 work would focus on an assessment and conceptual design and that subsequent phases (plan development, bidding, construction administration) could be scoped separately. She told council the consultant would meet with staff and that public outreach would be handled by city staff, noting Integrated Designs had provided sample work for the City of Reedley.

Councilmembers discussed the tradeoffs between using an existing design concept and commissioning a bespoke concept. Several members supported authorizing the $60,000 option to retain flexibility for a custom conceptual design within the existing budget. The motion to authorize Integrated Designs for up to $60,000 was moved, seconded and approved by voice vote.

Staff will proceed to finalize the scope with Integrated Designs and return appropriate documents to council for further approvals if the project advances to design or construction phases.
