The Sedgwick County Commission on Feb. 19 adopted the statutory finding required for "island" annexation under KSA 12‑520(c), allowing the City of Wichita to annex a 4.73‑acre parcel requested by property owner TCRS LLC.
Samantha Seating (county counsel) outlined the statutory test: the county must find the annexation will not hinder or prevent proper growth and development of the area or that of any other incorporated city in Sedgwick County. Seating said the parcel sits within Wichita's 2035 growth area and not in any other city's growth area. The owner intends to seek rezoning to TF‑3 (two‑family/single‑family options) after annexation; the City would provide water, sewer, police and fire services post‑annexation.
Commissioners approved the county finding by roll call (Aye 5‑0); Justin Wagner, county counselor, and staff confirmed the legal scope of the board's review is limited to the statutory growth/development test.
