Historic preservation panel raises maximum façade grant to $10,000, changes reapplication timing

The Angola City Historic Preservation Commission on Feb. 19 approved revisions to its façade-grant (SOD) guidelines that increase the maximum eligible exterior-improvement award to $10,000 and adjust reapplication timing for repeat recipients.

Commissioners said one substantive change gives preference to first-time applicants when multiple applications arrive late in the year. The commission clarified ambiguous language that had referred to a 'third quarter' and voted to change that wording to 'fourth quarter,' meaning prior recipients who received a grant earlier in the calendar year would generally not be eligible to reapply until October–December unless there are unused funds and no first-time applicants ahead of them.

Staff explained the policy intends to spread limited funds across more downtown businesses rather than permitting a single property owner to receive multiple awards in a single year. Commissioners discussed operational questions including how the city defines quarters for application intake and the requirement that a property owner must commence work within 30 calendar days of approval under the façade agreement.

Commissioners moved and approved the guideline update with the one change (third quarter → fourth quarter). The vote was taken by voice; staff will circulate the final wording and implement the change.

The commission said the façade program is funded from a line item in the city budget and that the mayor increased the budget; staff indicated the annual allocation is reported in the city budget but did not specify the exact current balance. Commissioners discussed broader aims for downtown revitalization, including possible future interior-improvement programs through Main Street efforts, but said those items would be separate from the façade-grant policy.
