Staff explained the Barrett payment resulted from the vendor providing incorrect banking information, not a city check‑processing error, and said they are transitioning more vendors to ACH to reduce paper‑check costs. Council had technical questions about the source funds and whether a second reading would be required; staff requested waiver of the second reading and placement on Monday’s agenda. Council voiced no objections and moved the items forward.
