York County authorizes school bonds for 2024 capital projects

The York County Board of Supervisors adopted resolution R25‑33 on Feb. 18 to authorize the issuance of a general‑obligation school bond to be sold through the Virginia Public School Authority (VPSA). The VPSA program provides tax‑exempt financing commonly used by Virginia localities to fund school capital projects.
Finance and school staff said the bond will finance FY24 school projects, including renovations at Tabb Middle and Tabb High, locker‑room and team‑room work at York High, HVAC replacements at Mount Vernon and Tabb Middle, the Seaford Elementary renovation and expansion, roof coating at Bruton High School, and modular classrooms at Waller Mill Elementary. Staff also noted many of the listed projects are substantially complete and the issuance covers project financing.
The board adopted the resolution by roll call vote (yes: Holroyd, Drury, Roan, Shepherd, Knoll; 5–0). Staff will proceed with the VPSA sale and report financing terms after closing.
Ending: The adopted resolution authorizes the county to participate in VPSA financing and to close within the schedule required by the VPSA program.
