On Feb. 18 the York County Board of Supervisors approved the consent calendar, including resolution R25‑32 authorizing county capital financing for various county projects. During brief discussion the finance director said the county uses multiple financing approaches, including pooled programs, and indicated the resolution contains a maximum interest cap (presented to board as 5 percent in response to a question).
A supervisor asked for clarification of how sales tax and regional taxes are distributed; the finance director explained that although local sales tax collections had a 7 percent combined rate, the county’s retained portion is much smaller (roughly one to two cents of each dollar collected, not the full 7 percent).
The consent calendar motion (moved by Supervisor Roan) passed on roll call with Holroyd, Drury, Roan, Shepherd and Snoll voting yes (5–0). The board recessed and reconvened later in the evening to continue the agenda.
Ending: The county will proceed with financing actions authorized under R25‑32 per the terms of the resolution; staff noted the maximum authorized interest rate in the resolution was 5 percent.
