Chandler Unified approves $2.82 million contract to replace 52 rooftop HVAC units at Santan K–8

The governing board voted unanimously on Feb. 12, 2025 to award a contract to Pueblo Mechanical for the removal and replacement of 52 rooftop HVAC units at Santan K–8 at a proposed contract price of $2,815,785.91.
Facilities director Mister Dunn presented the project and said the existing rooftop units were installed in February 2002 and have reached the end of their expected service life. The recommended work under a 1GPA cooperative contract includes removal and replacement of 52 units, reconnection of existing electrical and gas supplies, start-up and testing, reconnection of controls, and installation of new economizers. The contract was presented as compliant with school procurement guidelines.
Board members asked staff about environmental and salvage practices. Dunn said district staff collect refrigerant (Freon) and that disposed equipment can yield trade-in value for copper; those recoveries are worked into the contract pricing. The board also heard that the new units carry a two-year parts-and-labor warranty and are expected to be materially more energy efficient than the 2002 equipment.
A motion to approve the contract was made, seconded and approved by voice vote. The board did not identify a roll-call tally in the public record; the clerk announced unanimous approval.
Notes: The item was presented under a 1GPA cooperative purchasing contract (cooperative procurement allowing the district to act as a lead agent), which staff said can generate a small administration fee to the district if other agencies use a district bid through the cooperative.
