Payson council asks staff to provide full Exhibit B list of capital projects and contracts for review before final budget

Council members on Feb. 12 raised concerns that the town's procurement policy and the budget's project placeholders could be interpreted as automatic authorization to spend. Several members (Councilman Farris among them) said capital projects or large single procurements that remain only as placeholders should come back to council for final approval before implementation.
Staff explained the procurement policy includes language (previously in the budget resolution) that has been incorporated into the policy and that Exhibit B lists current projects and contract authorizations with dollar amounts. Council asked staff to circulate Exhibit B to all council members and identify items that council expressly wishes to review at the tentative/final budget steps; staff agreed to supply the list and to present any projects identified by council for additional review.
Why this matters: Council members said placeholders in the budget are sometimes used to reserve funding for possible purchases and that placing a line item in a budget should not alone be interpreted as final authorization to execute a contract or commence a project without council review on high-cost items.
What's next: Staff will provide the current Exhibit B (capital projects / contract authorizations with dollar amounts) to council. Councilmembers will notify staff which projects they want returned for explicit review; staff will not withhold in-flight projects (projects already under contract or contracted by FAA/other grants) from execution.
