Board approves Metcon as construction manager for E.B. Frank Middle School; land transfer, switchboard and bid schedule updated

The Lenoir County Board of Education on Feb. 3 approved Metcon as the construction manager-at-risk for the E.B. Frank Middle School project, clearing the way for bid solicitation and the start of the construction phase.
Mister Harvey, a district staff member, told the board the construction documents for the E.B. Frank Middle School project are complete and that the district expects to send bid documents Feb. 18. He said the land transfer of 38 acres to Lenoir County Public Schools has been "verbally agreed to by both the school the school system and the town of LaGrange" and that the town council must sign the final agreement before the district places the item on the board's March agenda.
The district has already purchased a main electrical switchboard from a local vendor, Bridal R Electric, because the vendor advised a 52-to-56-week lead time for that equipment. "Therefore, it was extremely important to purchase this separately from the bid documents to ensure completion of the school in a timely manner," Harvey said.
Harvey also described the procurement schedule: request-for-proposal documents are planned to go out Feb. 18 and bid openings will be held the week of April 23–30. He said Metcon, the construction manager at risk, has been involved during preconstruction activities and will perform permitting and turnkey duties during the construction phase.
Jeffrey Turnage, identified as the lead plumber in the maintenance department and the project's construction manager on the district side, was introduced. Harvey said Turnage has been working daily with architects and contractors on elevation, pad work and utility tie-ins needed for gravity-fed sewer and other site constraints.
Board members asked about roadway and utility impacts. Harvey said the current road is two lanes and that the design includes a long traffic queue to reduce congestion; he noted that DOT could require turn lanes for ingress and egress and that final requirements will depend on DOT review. Harvey said the town of LaGrange is coordinating with the district and has discussed providing fill dirt to raise the school pad to reduce project costs.
After discussion, the board voted to approve the construction management-at-risk agreement with Metcon. The motion, made by Mister Rich and seconded by Mister Woods, passed without dissent.
