The Enterprise Town Advisory Board on July 9 approved a plan amendment (PA23700046) and a zone-change request (ZC2308304) for a 2.5-acre infill parcel north of Frias Avenue and east of Fairfield Avenue, but denied associated subdivision, waiver and tentative-map requests after a lengthy public comment period.
The approvals change the land-use designation from Rural Neighborhood (RN) to Low‑intensity Suburban Neighborhood (LN) and reclassify zoning from RS‑20 to RS‑5.2. Board members nevertheless denied the vacation of easements (DS250446), waivers and development standards (WS250445) and the tentative map for seven lots (TM25500107), concluding that the proposed lot sizes, setbacks and other departures were inconsistent with the neighborhood protection overlay and the board’s prior determinations.
Residents who live adjacent to the site presented a petition and individual comments opposing the rezoning and the related waivers. Speakers said the existing character of the neighborhood — larger lots and lower density on the west side of Bermuda — would be harmed by the proposed smaller lots, reduced setbacks and eliminated protections they believed had been promised when buying their homes. Several residents cited potential impacts to home values and requested that the RN/RNP designation be preserved.
Applicant presentation: Susan Florian of Tenny Engineering presented a concept for a seven‑lot single‑family subdivision accessed from Frias Avenue, noting proposed off‑site improvements (curb, gutter, sidewalk, paving) and requested waivers for lot size and sidewalk attachment standards. The applicant said some waivers might be withdrawn following further review.
Board discussion and rationale: Multiple board members referenced the site’s history, including a prior denial in January 2024, and emphasized consistency with the master plan and the residential protection overlay. While one member noted appreciation that the applicant submitted plans this time, most members said changing the land use to grant zoning that then would be difficult to reverse is a significant step and expressed reluctance to permit the requested development rights without stronger conformance to RN/RNP standards.

Speakers quoted in the meeting transcript include: "We bought our homes with the belief that we would not reside next to higher density developments," said a resident who identified himself as John Kwai. "Please don't allow them to increase their profits at our expense," another resident said during public comment.
