Salem County adopts batches of routine resolutions on broadband, grants, courthouse work and budgets

The board moved first to adopt a block of 16 resolutions numbering the meeting's A-series, covering items including an architectural services RFP (No. 25-06), middle-mile broadband grant administrative and engineering services and other county procurement matters. A commissioner moved and the motion was seconded; the board voted in favor on a voice/hand vote and the motion carried unanimously.
Separately, the board read and voted on a resolution reaffirming resolution 2024-225. That item passed after a recorded vote in which the chair announced one opposed; the resolution was adopted.
The board also approved B1, authorizing a time extension for the Edward Byrne Memorial Justice Assistance Grant (a multijurisdictional gang, gun and narcotics task force grant for the prosecutor's office). The Health and Human Services packet (E1E8) was read and adopted, including applications and extensions for childhood lead-exposure prevention funding, an extension for the Enhancing Local Public Health Infrastructure partner organization grant, special child health case-management funding, change orders for substance-use disorder treatment contracts, a disaster-response crisis-counseling grant application, and acceptance of WIC and State Health Insurance Assistance Program (SHIP) grants.
Public Works items included change orders 41 and 42 to the courthouse addition and alterations contract; a commissioner noted the courthouse project has been long-running but remains under budget and that the change order before the board is effectively the final modification.
H-series budget entries were adopted to insert special items of revenue and appropriation consistent with N.J.S.A. 40A:4-87 (Chapter 159 of P.L. 1948), including allocations related to subregional transportation, an opioid settlement distribution, the SHIP grant and the senior farmers market grant.
Motions to adopt the various grouped packets were made, seconded and carried; where the transcript records specific vote results it notes unanimous adoption for most packets and one recorded opposition on the reaffirmation of resolution 2024-225.
A separate motion authorized an executive session on matters relating to litigation; the board recessed into closed session and did not take further public votes after the return.
