Speakers urge expansion of spay/neuter programs as Bryan prepares new municipal animal shelter

Two residents asked council to prioritize accessible spay/neuter services and colony management as the city prepares an 18,000‑square‑foot municipal shelter slated for construction in 2026.

Merritt Weeks noted prior statements from the city’s environmental services manager that Bryan decided to care for its own animals after separating from Aggieland Humane Society in 2011 and said the new facility presents an opportunity to expand programs including affordable spay/neuter access. Weeks said community vouchers are currently exhausted until October 2025, leaving gaps during a time when community‑cat activity is high.

Sabrina Brown told the council the Texas Legislature approved a $13 million appropriation to the Department of State Health Services for a pilot spay/neuter program through 2026–27 and pointed to the animal‑friendly license plate fund as another statewide resource. Brown argued that broad spay/neuter access reduces euthanasia, prevents the "vacuum effect" that draws new animals into cleared territories, and improves the city’s public image for businesses and residents.

Both speakers said they will meet individually with councilmembers to present evidence‑based program models used by other Texas cities. Council thanked the speakers, expressed condolences for a recently deceased frequent commenter, and asked staff to consider those program needs when implementing the new shelter.

No formal action was taken at the meeting; speakers requested follow‑up and asked staff to explore funding opportunities and interim voucher availability.
