City Manager Sabrina Cotta introduced the resolution following a May 7 joint meeting with the Ashland Parks and Recreation Commission (APRC). Public commenters urged support for Lithia Park, the Ice Rink and other park operations; some callers also urged exploring alternative funding such as clarifying restaurant tax provisions. In the council discussion, members were polled about whether to limit the fee to two years. Hansen and Kaplan said they would support the fee whether or not it had a time limit; Bloom and Dahle said they would only support it with a time limit; DuQuenne said she prefers a time limit but opposes the fee overall.
The motion to approve the resolution was made by Councilor Dahle and seconded by Councilor Bloom. The resolution sets the fee to take effect July 1, 2025, and to expire on June 30, 2027, unless the council acts to renew it.
