The Planning Commission recommended rezoning six parcels in the Grand Summit View neighborhood from Agricultural (AG) to R‑1 (single‑family residential) so the applicants can complete a minor plat to consolidate unaddressed meets‑and‑bounds parcels into larger buildable lots.
Applicant Richard McMillan said the neighborhood was configured before annexation in the 1960s and that several lots remain legally nonconforming under the city’s UDO. He said the immediate goal is to replat two unaddressed parcels that currently sit between existing homes so each owner can incorporate the land they already hold into their lots. The applicants added two other nearby parcels to the rezoning application so the application could proceed as a single review.
Senior planner Claire Byers told the commission that the parcels range from about 20,000 to 35,000 square feet, fall within Ignite plan’s Residential 1 designation, and already meet R‑1 standards; staff recommended approval conditioned on the minor plat being recorded prior to new building permits. Seven members of the public attended an applicant‑hosted neighborhood meeting; staff had not received additional written opposition or support.
On a unanimous roll‑call vote the commission recommended approval of the rezoning to R‑1 and directed staff to carry the rezoning file forward for Council consideration.
