Commission previewed transfer of Connor Road from county to city to accommodate development

Sarah Irvine, special projects administrator, presented a proposed transfer agreement for Connor Road, a roadway south of Mountain Lake Road intended to intersect a developing pod of the Winter Haven/BTI development. Irvine said the developer needs to redesign the road alignment to serve the subdivision and that the county would transfer ownership to the city so the developer can build the realigned road to city standards.
Irvine said there is no similar large payment associated with the transfer; the city would assume maintenance responsibilities upon acceptance. She noted that publication of required hearing notices would be a minor city expense, and the item will be presented as a first reading of an ordinance to transfer jurisdiction to the city.
Commissioners asked clarifying questions about who pays for improvements and whether the county would bear costs; staff said the transfer does not require a payment from the city beyond routine notices and that the county/developer arrangement covers construction.
The transfer ordinance will be brought forward for ordinance readings on the regular commission agenda; no formal vote was taken at the work session.
