City awards nearly $1 million water-main replacement contract amid rising bid prices

Clinton McNamee reviewed the city—s ongoing mains replacement program, which targets areas with frequent main breaks. The current project includes work in the 1400-block alley between Commercial and Kansas Avenue, Bellevue Drive (city water customers in the county), Mound Drive and the 800 block of North Twelfth Street.
Three bids were received; the low bid was $996,070 and the next bid was approximately $1.365 million. McNamee and commissioners noted that the price per linear foot was materially higher than similar work done three years earlier, and staff reduced design scope to keep the project within a feasible budget. Staff said the city will combine previously budgeted amounts and the 2026 allocation as needed and later seek a construction inspection contract.
Commissioners approved the award to avoid continued frequent main breaks and service disruptions; the motion passed by voice vote.
