Fred Camiller and a co-applicant identified as Mike presented a proposal to rezone a city-owned lot on Bluff Street from R2 (two‑family residential) to OR (office‑residential) to allow construction of multifamily apartment buildings. The applicants said two buildings are proposed and that the Historic Preservation Commission had approved the building design and materials.
Assistant planner Travis Schrobelgen said the lot is just outside the Cathedral Historic District and that the OR district is intended for adaptive reuse and transitional zones; he described zoning history for the parcel (previously OR in 1975, then C3, later R2), said the project is undergoing development review, and noted the OR district allows a broader set of uses and larger numbers of units (the proposed plan allows 20 units on the parcel). Staff reported no letters for or against the application.
Commissioners asked a procedural question about why the staff report header referenced C4; Schrobelgen said that was a typographical error and the uses listed are from the OR district. A motion to recommend approval of the rezoning to City Council was made, seconded, and passed by roll call vote (all present voting aye). The commission recorded the referral to the City Council meeting on July 21.
