Council adopts sidewalk-repair program and amends administrative-fee policy

The University Heights City Council adopted Resolution 25-25 July 8 requiring property owners to repair sidewalks abutting their property and approved an amended Resolution 25-26 to set administrative-fee policy for the program.
Public works staff had circulated the proposed program and a draft fee schedule. Councilmembers discussed the history of previous sidewalk projects and the need to notify property owners about options to join the city repair program. During debate council members agreed to amend the administrative-fee language: property owners who elect to join the city's repair program shall not be assessed an administrative expense in addition to the contractor's invoice; property owners who do not complete work or whose repairs fail to meet city standards will be assessed administrative expenses in amounts determined after actual city expenses are known.
Councilmember Doug moved adoption of Resolution 25-25 (repair requirement); Councilmember Steph seconded; the roll-call vote was five ayes to zero. After edits discussed on the floor, council adopted amended Resolution 25-26 by roll call, 5-0. Staff said mailed notice will go to affected property owners describing program options and deadlines.
