Pam (planning staff) said the property is an unincorporated island and that, if not annexed, Lafayette Consolidated Government rules would apply; if annexed the owner would be subject to Youngsville’s façade and land‑use requirements. Staff reported the parcel is visible from Hill Ridge Drive at a neighborhood stub and that the owner intends fencing around the facility; the owner was not present because of travel. Council voted to allow the annexation process to begin and to consider the façade variance in the normal sequence; the annexation will return to council for final action if the owner pursues it.
The council emphasized that annexation is only the first procedural step and that any future building construction would still be checked for compliance with subdivision and land‑use ordinances.
