Votes at a glance: Ulster County Public Works committee approves multiple capital projects and contracts

The Ulster County Public Works & Capital Projects Committee on July 7, 2025 approved a series of resolutions and contract actions for the July 15 legislative session. Most actions passed unanimously; two contract votes recorded a single abstention for purposes of employment.

The committee approved a block of four SUNY Ulster capital increases (Resolutions 3-29, 3-31, 3-33 and 3-35). SUNY Ulster described funding increases including a $50,000 electrical safety equipment purchase; HVAC work for a vendor/cafeteria/bookstore/art-room building; a technology/IT equipment purchase; and multiple smaller HVAC units categorized under the state's new "critical minor maintenance" classification for projects under $250,000. The block was moved and adopted unanimously.

Resolution 3-40 established capital project No. 737 for Ulster County Area Transit (UCAT) rolling stock purchases (four cutaway buses). Committee members noted much of the purchase will be reimbursed by federal and state grants; the resolution passed unanimously.

Resolution 3-60 authorized the chair to amend an agreement with the New York State Unified Court System for maintenance and cleaning of court facilities; it passed unanimously. Resolution 3-61 amended the 2025 county budget for CHIPS/PAVE New York/EWR adjustments for Highways and Bridges and passed unanimously.

Resolution 3-62 approved a contract for approximately $151,720 with an entity listed in the packet as County Access Anvil Corp, DBA Overhead Door Company of the Hudson River Valley, to repair about 132 overhead doors at multiple county sites; the item passed unanimously.

Resolution 3-63 approved a $139,500 contract amendment with Jory Excavating, Inc. for job-order site work at multiple locations. Staff named Mary's Avenue, SUNY Kingston and the DPW warehouse on Ulster Avenue as locations in response to a committee question; the resolution passed unanimously.

Resolution 3-64 authorized a contract with Tectonic Engineering Consultants for inspection and testing services at the Government Operations Center. Deputy Chair Litts recorded an abstention for purposes of employment; the roll was recorded as 4–0–1 (yes–no–abstain).

Resolution 3-65 approved a $82,751 contract with FST Technical Service, LLC for building commissioning services for the Government Operations Center. The packet indicated this is 100% county-funded. The vote recorded 4 ayes and 1 abstention (Deputy Chair Litts) for purposes of employment.

Chair also noted a forthcoming resolution to update the Ulster County pedestrian and bicycle policy (previously postponed in Housing & Transportation), which will add bridges; that measure was not before the committee for a vote on July 7.
