Commissioners approve multiple contracts, agreements and routine items including trail maintenance, marine and forest patrol IGAs

Coos County commissioners on July 1 approved a package of routine contracts, personnel moves and administrative items during department‑head and consent calendar actions.
Personnel and staffing: The board approved the transfer of Siobhan Hintzmann from the Assertive Community Treatment team to the Mobile Response Team (MRT) at step 5 of pay grade 452 for the position of mental health associate. The motion was made, seconded and approved on the record.
Trails partnership: The county approved a partnership agreement with the Wild Rivers Coast Mountain Bicycling Association (WRCMBA) to perform annual maintenance on the Winchester Trails under an Oregon Parks and Recreation Department ATV grant (ATV 25‑18). County staff requested sole‑source findings, stating this local organization is the only provider performing this type of maintenance in the area; the board adopted the sole‑source findings and authorized the county forester to sign.
Marine and forest patrol agreements: The board authorized the sheriff to sign a two‑year intergovernmental agreement with the Oregon State Marine Board (annual funding level noted as reduced from an earlier amount) and approved a new Forest Service IGA totaling $28,600 to fund patrol services that supplement TOPS deputy duties. The Forest Service agreement is intended to reimburse part of deputy patrol time and backfill general fund expenses for forest patrols.
TOPS/DSL: The board approved longstanding TOPS (Timber and Operation Patrol Services) contracts, including a contract with the Oregon Department of State Lands to allocate a portion of a TOPS deputy’s time to patrol DSL lands (Elliott unit). Commissioners discussed the importance of patrols following recent thefts at remote facilities.
Administrative items: The tax collector requested designation of the Coquille Valley Sentinel as the newspaper of record to publish the annual foreclosure list per ORS 312.040; the Sentinel’s bid ($787.50) was far lower than The World ($2,201.67) and the board approved the Sentinel designation. The board also approved payment of $12,000 in dues to the South Coast Development Council (budgeted from the economic development fund).
All motions were seconded and approved by the board; these items were also included in the consent calendar.
