Finance committee reviews proposed 2026-2031 Portage County capital improvement plan; no vote taken

Portage County finance staff presented the proposed 2026-2031 capital improvement plan to the Finance Committee on July 7, describing proposed projects for government facilities, security enhancements, highway improvements, solid waste operations, parks, information technology, aerial photography and other county projects. No formal vote was taken; staff said the plan will be placed on the board agenda in August for possible approval.
Finance director Jennie said the proposed plan document is posted on the county website and noted the posted file took about 24 hours to publish after the prior meeting. She emphasized the document lists only proposed projects; existing funded projects appear in the directorreports. "The proposed plan is on the website. The information, it did take us a good 24 hours to get it posted, but it is out there," Jennie told the committee.
Staff said the debt-service schedule in the plan is a point-in-time estimate and will be updated as project cost information becomes available; the numbers included in the packet were prepared to show that the current plan would remain within the countydebt policy. County executive staff and the scoring team offered to answer members' questions and to supply additional details ahead of the August board presentation.
Committee members were invited to raise questions before the plan is presented to the full board. Staff said future updates or amendments would be made as project scopes and costs become clearer.
