Building department seeks private-provider staffing to meet new state review timelines

Vince, a building official, said the city must respond to a recent change in state law that shortens plan-review timelines and creates an operational need for additional reviewers. "The reason why we arrived at the number of 4 ... 1 reviewer, 1 senior inspector per discipline," he said, describing roles for building, electrical, mechanical and plumbing review capacity.
Staff recommended five positions to create a private-provider inspection and review division and additional support roles for roofing and flood‑mitigation plan review. Commissioners asked whether the program could be phased in; staff said the pace of permit activity and the July 1 statutory timeline make additional capacity likely necessary.
The committee also discussed floodplain and CRS (Community Rating System) work. Staff said funding a flood-mitigation specialist and public information efforts would support higher CRS scores and potentially lower flood insurance premiums for residents.
No formal vote was taken; commissioners asked staff to refine costs and return with options as the budget is finalized.
