Miami Beach keeps $1.5 million FIFA placeholder, removes $25,000 seafood-festival subsidy

City tourism officials and commissioners used the budget workshop to debate resort-tax subsidies for major signature events, including a $1.5 million request from the FIFA host committee and a $25,000 proposed subsidy for the South Beach Seafood Festival.
Lisette Regante, director of tourism and culture, told the committee the host committee's initial request included a $1.5 million contribution tied to deliverables such as a kickoff concert, watch parties and a media staging area that could produce national and international media impressions. "The 1.5 was the amount that the host committee requested," Regante said, adding staff has been negotiating deliverables with the host committee.
Commissioners acknowledged the outsized media and economic reach of the World Cup while urging staff to continue negotiations. Several commissioners said they expected the host committee to accept a lower city contribution; others argued the event's branding and broadcast value justified a large one-time investment.
"For an investment of up to $1,500,000 ... we are getting untold millions, but a huge multiplier of that in branding and media," one commissioner said in favor of keeping the placeholder.
On a separate resort-tax line, commissioners debated a proposed $25,000 allocation to the South Beach Seafood Festival. After members described complaints from some local restaurants and residents about event impacts, the commission agreed by consensus to remove the $25,000 allocation from the recommended budget and asked staff to consider alternative uses for those dollars, including support for cleanliness programs and mobile mammography for uninsured residents.
Staff made clear that most of the event-related resort-tax items shown in the preliminary budget were framed as one-time allocations and that final decisions will be made later if revenues permit. The commission asked staff to continue negotiations with the FIFA host committee and to keep a $1.5 million placeholder in the budget while further clarity is sought about the host committee's commitments and fundraising.
