Commissioners pointed out a planning concern: if the fountain were placed on Memorial Home grounds and the property were later designated locally, the fountain could be included within the designated parcel and subject to Certificate of Appropriateness review for alterations or removal. Staff said that inclusion in a local designation could mean the commission's review authority would extend to that feature.
Several placement options were discussed, including the Depot area and open lawn east of the Depot that is reserved for events. Commissioners and staff said the final siting decision would rest with parks and the mayor's office, and they recommended documenting ownership and maintenance commitments before final installation.
