Norwalk renews ArcGIS platform contract to support city mapping and operations

The Finance & Claims Committee on July 10 authorized a three-year renewal of Norwalk's ArcGIS geographic-information-system platform with Environmental Systems Research Institute (ESRI) at $60,300 per year, citing broad interdepartmental use and vendor sole-source status.
Joyce Liu, director of information technology, said ArcGIS supports maps and location-based workflows across departments including planning and zoning, public works, code enforcement, conservation and public safety. "This mapping software supports everything from road planning, zoning planning, and to emergency response," Liu told the committee. She said ESRI agreed to a two-year price freeze for existing government customers in exchange for a three-year agreement that secures licensing and expands user access at no extra immediate cost.
Liu said ArcGIS is integrated with multiple vendor systems and is the city's standard for parcel and infrastructure mapping; because ESRI is effectively the only authorized vendor for ArcGIS, the purchase was processed as a sole-source renewal.
The committee voted unanimously to approve the three-year renewal and will forward the item to the full Common Council for final approval on July 22.
