Norwalk reallocates $320,000 to cover contingency on Naramax school HVAC project

The Finance & Claims Committee on July 10 authorized a $320,000 reallocation of city capital funds from the Brookside HVAC project to the Naramax School HVAC contingency so the district can cover potential change orders as it proceeds with state-reimbursed HVAC replacements.
Alan Lowe, director of building management, said Norwalk submitted six school-HVAC projects to the state under a program that reimburses approximately 60% of eligible costs. The state approved all six projects, with a combined project value the city estimates at roughly $36 million; the city’s share is approximately $14 million. Lowe said unusually high construction bids and limited mechanical-contractor availability left the Naramax contract with little contingency.
"We scoped the projects and attempted to move forward," Lowe said. "For the Naramax project we need an additional $320,000 for owner contingency in case of change orders or unforeseen conditions." The committee recommended and authorized a special appropriation to transfer $320,000 of the Brookside city-share balance to Naramax; Brookside retains funds sufficient to complete its work, Lowe said.
The Board of Estimate & Taxation reviewed and recommended the transfer earlier this week; the committee approved the reallocation unanimously and will forward the authorization to the Common Council on July 22 for final action.
